October Deadline – Photo ID for purchases of AN

Attention all farmers, growers, and buying co-operatives in the UK: A significant regulatory change is on the horizon. Starting from October 1, 2023, individuals will be required to provide photo identification when purchasing ammonium nitrate fertilisers.

The Agricultural Industries Confederation (AIC) reports that the Home Office has expanded its list of controlled substances, now encompassing ammonium nitrate (AN) with a nitrogen content of 16% or higher, along with related compounds like blends and mixtures such as NPK.

Under these new regulations, both suppliers, including ourselves and our partners, will need to authenticate the identity of the purchaser, a process that will likely involve photo ID. Recognising that many fertiliser orders are placed over the phone rather than in-person, the requirement to present a passport, driving licence, or other photo ID may prove impractical for our valued customers.

The AIC shares our concern that without the ability to present photo ID, farmers may face legal constraints on placing orders come October. The prevailing guidelines also stipulate that in addition to photo ID, customers will need to furnish their business name and address, specify the nature of their trade, and provide a VAT registration number. Importantly, the photo can be submitted via email and need only be supplied once every 18 months, not with every single transaction.

We have every confidence in the responsibility and integrity of our customers, and we trust that they will understand the necessity of this new law. While there are still some details to iron out, such as the potential need for a brief video call to verify emailed photo IDs, we assure you that we will keep you informed of any developments related to this legislation.
